 wiring ??

i just bought a Audiovox PAV-1510DTV and in the harness theres a pink wire that says must be hooked up to a negative parking brake wire in the truck, to obey a whole bunch of federal laws and stuff like that, but would this wire need to be hooked up in order for the unit to turn on ????

wire it to the ground (chasis). that is suposed to go with the ground of the hand brake so whenever your parked with your hand brake it will work. but if you wire it to ground then it will always bealive its parked.
