 cap going into protection mode????

Hey guys I need some help. I was given 2 PG 1farad caps...one digital (not working) and the other not digital (working). got the pair for $70 canadian. The non-digital cap works great but the digital cap goes straight into protection mode as soon as it is charged and hooked up. What would cause this to happen and how do I fix it?

only thing i can think of after takeing a look at my cap is maybe one of them little chips or round black things poped or went out ?is there a way to possibly dismanyleing the digital part of the cap and trying it out that way? maybe its the digital part of the caps taken a bump or something that broke it and there for is causeing a short in the cap and makeing it go into protection mode?

well I am going to have an electronics person have a look at it (probably the best idea) and see what he says....was just wondering if anyone else had an idea before i take it in.

shake it and see if it rattles! lol My friend just about blew his self up, the cap doesnt work anymore, and now its good for his infant.
