hey, does anyone know of a semi-permeable(doesnt hinder sound) material that is waterproof that could be cut to go over some subs? thanks

You could make a waterproof enclosure. Build a sealed box, have the subs firing down and then a small chamber covering the front of the subs (kind of like a type of bandpass enclosure). Then instead of making a port drill small angled holes through the bottom (it would be best to have a pattern and then mark where you want to drill). This would have the subs entirely enclosed, firing downward and even the holes (like an old school speaker grill) is protected via the angles.
