Sounds like a ghetto mess to me.

A "1000 watt" Legacy is probably good for no more than 150-200w rms, total. That's MAYBE 100w each to a pair of subs.

The bird amp is probably a Performance Teknique or something cheesy like that and similar in power to the Legacy.

If this were a car lot you'd be looking at a bunch of old, rusty 4 cyl mustangs.

If I were you I'd either craigslist everything for $100 (if you're lucky) and start from scratch.
Or craigslist everything but the Pio's, and buy a DECENT amp for them. They're probably 400w rms each so something in the 800w rms range (at the req'd impedance).

If you get those subs enclosed and powered correctly you're going to get more output and sound WAY better than what you're getting now.

 revised question

im aware the amps are not the greatest i acquired them in trade for tattoos.. they do pound pretty hard still though.. my actual question can be simplified to what would be the hardest hitting combo for what i have.. legacy or .. gold bird lol.. with the pio in dual folded horn or the bandpass.. just want the boom effect for now

If anyone tries to answer your question, they'd be fooling you. Without knowing the logistics, in detail... There is no way for anyone to tell you this... If I were you, I'd try each combo separately and formulate my own decision.
